I have no sources to verify this, but my theory is that it stems from the word "necking" or the verb to "neck".
Meaning to do something well .

THe word would be used as such..."they necked that". In a drinking situation it means to knock back a drink...quickly...

The Murkle Man, uses this word frequently in an interview on Lord of the Decks while in New York. In the interview he points to various items of bling and exclaims, "thats neckle!". His meaning refers to something that is good...
